OEKOBUERO acts as a focal point to legal experts for the EU member states and candidate countries NGOs on complaints on local, national as well as Convention level, as well as informing NGOs about the work of the Aarhus Convention Compliance Committee of the Convention on Access to Information, Public Participation in Decision Making and Access to Justice in Environmental Matters (1998, Aarhus Convention).
Making the Aarhus Convention work for Civil Society
OEKOBUERO is advising NGOs on filing communications to the Compliance Committee, following the cases that have been taken in consideration by the Committee and identifying possible areas for strategic use of the compliance procedure by environmental NGOs. We are present at oral hearings and due to our experience we are very familiar with the ACCC procedure and local conditions. ÖKOBÜRO is also pursuing activities to strengthen the effectiveness of the compliance mechanism. On national and EU-level ÖKOBÜRO is promoting the full implementation of the Convention in the above mentioned areas and highlighting obstacles and irregularities.
We do that on behalf of the European ECO-Forum, which is an umbrella NGO campaign hosted by the European Environmental Bureau (EEB), working on the Aarhus Convention ever since. The project is funded by the Sigrid Rausing Trust.
